1 egg, beaten for brushing
Mix flour and salt in a bowl and cut in cold butter.
Add cold water gradually to form a dough and chill 30 minutes.
Combine potatoes, onion, carrot, beef, salt, and pepper for filling.
Roll dough and cut into circles.
Place filling on each circle and fold into half-moons.
Seal edges and brush with beaten egg.
Bake at 375°F for 35–40 minutes until golden.
Do not overfill the pastry to prevent leaks during baking.
